EUROGI President invited to participate in Eye on Earth Summit Work Group

In December 2011 the Eye on Earth Summit will take place in Abu Dhabi. The Summit is co-convened by the UN Environment Programme and the government of Abu Dhabi.

The main aims of the summit are (1) to convene the thought and action leaders in the worldwide environmental and societal information networking movement, (2) to promote consensus on key areas of mutual importance, and (3) to collaborate towards strengthening existing initiatives and filling gaps towards more informed policy making and a sustainable future.

A number of Working Groups have been established which have been tasked to prepare position papers for consideration at the Summit. Bruce McCormack, the EUROGI President was invited to join the Policy, Governance and Institutional Networking Work Group.The Work Group will focus on a number of issues, including policies to encourage information sharing, good practice aspects of current environmental information sharing initiatives, governance and institutional issues associated with environmentally focussed networks.

Megalakult az európai SME4SPACE szervezet - magyar alapító taggal

Partnerszervezetünk az Űripari Klaszter (HUNSPACE) vezetőjének Prof. Bárczy Pálnak ma reggeli híradását az SME4SPACE szervezet megalakulásáról örömmel osztom meg a HUNAGI közösségével mert az pezsdítően hathat a térinformatika szereplőre is:
"...az SME4SPACE szervezet nonprofit társaságként megalakult 2011 junius 29-án Leuvenben. A társaságot 7 ország (Belgium, Hollandia, Olaszország, Anglia, Görögország, Litvánia, Magyarország) űripari SME szervezete (nálunk a HUNSPACE) alapította meg. (Németország, Csehország, Luxemburg, Románia és Szlovénia tagfelvétele előkészítési stádiumban ill. folyamatban van). A fő cél az európai SME-k és az ESA közötti kapcsolat javítása ill. intenzifikálása. A szervezettel az ESA támogatási szerződést kötött. Az elnök Hans Bracquene lett, az öttagú igazgatótanácsba én is bekerültem. Mivel a többi négy igazgató ESA tag országot képvisel, az én szerepem főleg az ESA tagjelölt országok ügyeinek a képviselete...."

A munkacsoport tevékenységébe való bekapcsolódásra hívott fel az alábbi levél, melyet a VM, FÖMI és az IGS alapító tagja kapott.

"Az IGS szervezetben (mely a GSDI www.gsdi.org szervezet egyéni tagokat tömörítő leányszervezete) igen érdekes munkacsoport van éledezőben a téradat infrastruktúra és a földmegfigyelés közötti koordináció stratégiája kimunkálására a katalánokkal és egyiptomiakkal mint első úttörőkkel.

Javaslom, egy VM vagy FÖMI szakértőnek az IGS-be való belépését (az egyéni tagság 50 USD/naptári év), vagy alternatívaként az IGS valamelyik magyar tagján (dr. Lénárt Csabán, vagy rajtam) keresztűl a folyamatba bekapcsolódni. Ezzel elérhető, hogy a törekvéseket megismerhessük, a hazai megközelítést megismertethessük, és a kérdésben konzultációkt folytathassunk. In the past I have been unfairly accused of “disliking” cartographers, this has never been the case.

I have however been critical of the discipline of Cartography concentrating too much on the processes and techniques of “paper mapping” not recognising the potential of new techniques which make use of the dynamic nature of onscreen display. Most maps used today are displayed on screen be that on a MFD in a aircraft, a desktop screen or of course on mobile phones.

I am therefore pleased to see that the International Cartographic Association, the international body that represents cartography in looking at establishing a commission into Neocartography, that is map making that is happening outside the community of professional map makers.

The details of the proposed commission are here, and I have posted the proposal below for convenience as it’s a word doc on the site.

Proposal to establish an ICA Neocartography Commission

Many examples of new and innovative mapping are being produced outside the normal orbit of existing cartographers or map producers. The term neocartographers is being used to describe map makers who may not have come from traditional mapping backgrounds, and are frequently using open data and open source mapping tools. Another difference is in the blurring of boundaries between map producers and map consumers. The availability of data and tools allows neocartographers to make their own maps, show what they want, and often be the intended audience as well – that is to say they may make the maps for themselves, just because they can. There is a real need for a discipline to be established to study this essentially undisciplined field of neocartography.

This proposal for a new commission would stimulate and bring together research in this area. The aim would be to connect ICA and researchers (and practitioners) involved in this new style of mapping who are not currently interacting with the organisation. The idea would be to develop a commission that would seek wider involvement from these cartographers (who may not even think of themselves as such).

Membership and interest

Many of the potential membership are not already involved in ICA, and as noted don’t even think of themselves as working in the mapping domain. However, there is already a strong basis of publication in the field from such researchers as Muki Haklay (UK), Sarah Elwood (USA), Andrew Turner (USA), Alexander Zipf (Germany) and Joe Gerlach (UK).

There is not currently a significant presence within ICA that represents this fairly recent field. A trawl of papers from ICC2009 in Chile shows a mere handful of presentations that could be considered relevant. However, there are increasingly frequent and popular events appearing globally in the conference calendar. The following are just some examples which were either specifically targeted to this field, or had significant sections that did, and all took place in 2010: Where2.0 (USA), State of the Map (Spain), Society of Cartographers (UK), FOSS4G (Spain). Furthermore, much significant activity takes place at so-called ‘unconferences’ (often free, freeform and self-organised by the contributors). Examples of the latter from 2010 include: W3G (UK), Wherecamp (USA and UK).

Terms of reference 2011-2015

This Commission would be both academic and practical. The aim is to encourage a more active engagement between cartographers and other individuals/groups in society engaged in new (and often ephemeral) mapping activities.

In 2011-2015 we would

investigate the emergence of Neocartography and develop a web site to act as a shop window and reference point for researchers and practitioners in this area
organise sessions at future ICA conferences (commencing with ICC2013 in Dresden) and collaborate and with representatives of other disciplines and ICA Commissions in meetings and seminars (eg Maps and Society)
organize specialist conferences/workshops on topics related to Neocartography. These would be local meetings to encourage ICA participation from groups who might not normally do so
encourage publication in this area, specifically publication in what may be considered traditional cartography journals – such as the Cartographical Journal, Society of Cartographers Bulletin, and Cartographica
support research into, creation of, and dissemination of information about appropriate web-tools
hold joint meetings with mapping and allied communities. In the first four years these might focus upon participatory community mapping and map design.

Organization

The British National Committee for Cartography is proposing this new Commission and is nominating Steve Chilton (Middlesex University, UK) as its first Chair.

We understand that Manuela Schmidt is happy to act as Vice Chair
[seeking a possible 2^nd vice-chair].

This is great to see, I’m sure there is much that both communities can learn, Kudos to Steve Chilton and Manuela Schmidt for starting this process. Many will not like the “Neo” term, but as in Neogeography the term is a useful device to recognise the democratising effect of technology increasing the number of active participants in the community.

A Magyar Fotogrammetriai Társaság által Prof. Eduard Doležalnak, a Nemzetközi Fotogrammetriai és Távérzékelési Társaság alapítójának, valamint az Osztrák Fotogrammetriai Társaság számára kiállított díszes oklevelek másolatait Winkler Péter javaslatára és a bécsi első Fleming GeoInt konferencia alkalmával, a HUNAGI közbenjárással sikerült megszerezni Dipl.Ing.Heinz König és Dr.-Ing. Michael Franzen BEV osztályvezetők segítségével.
A DVD-t az MFTTT elnökének a NATURE-GIS projekttalálkozón került átadásra, melyről 2010 decemberében a HUNAGI Napló is beszámolt.
A nagyfelbontású magyar vonatkozású oklevelek az alábbi linkekről tölthetőek le. Vigyázat, a fájlok mérete 15-35 MB között van!

Amint a fájlnevekből is látható, az oklevelek kitöltésére 79 évvel ezelőtt került sor. Nagyszerű, hogy a BEV munkatársai az emléklapokat ilyen jó minőségben megőrízhették és ez most az Internetnek köszönhetően a honi szakmai közönség számára is hozzáférhetővé válhat.

New Projects
Network Pattern Recognition Project
ECAI has received a new grant of nearly $300,000 from the National Science Foundation for “Network Pattern Recognition Project.” Lewis Lancaster is the Principal Investigator and will work closely with Michael Buckland, Christos Faloutsos (Carnegie-Mellon), Tina Eliassi-Rad (Rutgers) and Timothy Tangherlini (UCLA). The purpose of the project is to explore the feasibility of using network analysis and visual analysis techniques developed for very large science databases for very large humanities data sets. Early California Cultural Atlas
The Early California Cultural Atlas project led by Steven Hackel, UC Riverside with Jeanette Zerneke, ECAI UCB has been awarded a Level II NEH Start-up Grant. Jeanette will be presenting at the Project Directors Meeting on September 28, 2010. The meeting is open to the public and will be filmed for later viewing on the NEH website. Future Meetings
In keeping with the current approach of ECAI to focus on workshops rather than conferences, we have planned and completed a number of events:
-- Remote Sensing Workshop in India (August, 2009). The proceedings are now available:
-- New Cultural Atlases Workshop at Fudan University, Shanghai (June 2010). This is being followed up by teams working on “Atlas of Martime Buddhism”, “Atlas of Islam in China”, “Atlas of Himalayan Buddhist sites.”)
-- ECAI will be meeting with Korea Advanced Institute for Science and Technology and the Society for Virtual Systems and Multimedia (VSMM) October 19-23 at the COEX Center, Seoul, Korea. The theme of the conference will be exploring the use of Virtual Systems with heritage and cultural data. This will be the site for another ECAI workshop dealing with pattern recognition and 3-D displays as well as Transdisciplinary methodology. For more on this event:

-- Later in the year, we will again meet with Pacific Neighborhood Consortium (PNC) at their 2010 conference being held jointly with City University of Hong Kong at the City University Nov 30 – Dec 3. One of the highlights of the meeting will be the demonstration of ECAI projects in the new immersive, 3-D theatres as the laboratory in the Science Park in Hong Kong under the direction of the Centre of Creative Media, ALIVE, and the Department of Chinese Translations and Linguistics of City University of Hong Kong.

Directors Activities
The Director participated in the Institute of Pure and Applied Mathematics workshop being held August 14-27 at UCLA under the guidance of Professor Tim Tangherlini.
Lectures have included presentations at the Digital Humanities 2010 meeting at King’s College, London; Korea-Thai Expo, Gyeongju; Nanzenji-Korea Conference on the 1000th Anniversary of Printing Buddhist Canonic Texts, Seoul.

Visitors
Charles van den Heuvel works in the Virtual Knowledge Studio for Humanities and Social Sciences in the Royal Netherlands Academy of Arts and Sciences (KNAW), Amsterdam. He is a visiting Regents' Lecturer in the School of Information in Fall 2010.
Dr Tuuka Ruotsalo, a Fulbright Scholar in the School of Information for the current academic year, has extensive experience in the use of digital techniques in cultural heritage institutions. His recent experience includes working on national projects in Finland, including Finnish CultureSampo, Helsinki University of Technolog,(TKK) and FinnONTO a project using ontologies and semantic knowledge management technologies to overcome interoperability and information access problems.

Magyarországról az ECAI (Electronic Cultural Atlas Initiative) kezdeményezéséhez HUNAGI közvetítéssel csatlakozott két tagszervezetének három szakembere is az ELTE Térképtudományi és Geoinformatikai Tanszékéről illetve a Nyugat-Magyarországi Egyetem Geoinformatikai Karáról.
A tudományterület a térinformatika kultúrális, történettudományi alkalmazása szempontból kimagasló jelentőségű.

The Hungarian Association for Geo-information (HUNAGI) is a non-for-profit umbrella organisation serving the spatial data interest community in Hungary since 1994. Its major objectives are to encourage and facilitate the availability, accessiblity and usability of geographic information according to the INSPIRE legislation framework. To achieve these goals, using its European and global relations emphasis is given to awareness raising, dissemination of knowledge and best practices in association with EU directives INSPIRE and PSI. also enabling Having about 100 member institutions and organisations, HUNAGI’s multidisciplinary community includes governmental agencies, NGOs, academic and private sector. The Hungarian Mapping and Cadastral Agencies are well represented in HUNAGI since the beginning. Some recent activities and features include:

· Links and joint actions with non-member NGOs: partnership with ITS Hungary (navigation), MLBKT (Hung. Society of Logistics, Purchase and Inventory), MAGISZ (Hungarian Society of Content Industry), CASCADOSS Hungary Association, Hungarian Space Research Cluster (HUNSPACE), as well as the SZVT (Hung. Society of Management and Organisation).

· Recently, HUNSPACE and HUNAGI elaborated and submitted a proposal for the Ministry of National Development on a New Space Strategy emphasizing the ESA membership and the role of the SMEs in space industry and space applications using EO and GNSS technologies

Promoted by HUNAGI two Hungarians became founding members of the International Geospatial Society (IGS), the organisation established by GSDI Association for individual experts worldwide.
As far as the international links and activities of HUNAGI during the past year is concerned, four entities should be mentioned: EUROGI, GSDI, ISDE and UNGIWG.

HUNAGI joined EUROGI, the European Umbrella Organisation of Geographical Information in 1996. Between 1998-2000 it had seat in the Executive Committee. Some of the major actions since August 2009 are as follow:

Organising EUROGI ExCom Meeting hosted by VÁTI, member of HUNAGI in Budapest
EUROGI supported the first HUNAGI Conference on Geospatial OSS with best practice from Portugal (OGC, DG Info, EU Humboldt project were presented too)
Participating at the EUROGI Members‘ Day and Annual General Meeting in Brussels hosted by IGN
Preparation of a comprehensive calendar for EUROGI of GI/SDI-related events in the CEE-SEE Countries for 2010-2011
Bilateral consultations with CAGI on possible joint actions (e.g. Urban planning and GIS, Exhibition, implemented by the Hungarian Urbanistical Society at the Budapest Corvinus University) and considering opportunities provided by the Visegrad framework
Based on the suggestion of HUNAGI, EUROGI is ready to co-organize a conference during the Hungarian EU presidency in a topic (European best practice in SDIs, self assessment methodology), which is in line with the host institutions‘ interest. Referring the MoU driven EUROGI-Eurogeographics cooperation a joint one day conference might be considered if the readiness to host is expressed by the Hungarian relevant authorities.

HUNAGI joined GSDI, the Global Spatial Data Infrastructure Initiative and later Association in 1996. Since 1998 it has seat in the Advisory Committee, later Executive Committee. The mandate has expired in 2009. Some of the major actions since August 2009 are as follow:

Representing GSDI Association by presentation at the CEOS WGISS-29 Meeting in Bonn hosted by OOSA SPIDER, (WGISS is for Working Group on Information Systems and Services of the Committee on Earth Observation),
Co-chairing the GSDI Legal & Socioeconomic Committee,
Preparation for the GSDI-12 Conference scheduled for October 2010,
Alternate Head of the GSDI Delegation attending the GEO-VII Plenary and Ministerial Summit in Beijing

By invitation, HUNAGI joined UNSDI, the United Nations Spatial Data Infrastructure Initiative after The Netherlands and the Czech Republic as third country coordinator in 2006. This initiative was orchestrated and supervised by the UN Geographic Working Group (UNGIWG). Since 2007 as partner, HUNAGI is invited to take part the UNGIWG Meetings, which is a forum of delegated experts from about 30 UN agencies and some NGOs.

Some of the major actions since August 2009 are as follow:

HUNAGI joined ISDE, the International Digital Earth Initiative – later International Society of Digital Earth - in 2003. Since 2008 it has seat in the Executive Committee. Some of the major actions since August 2009 are as follow:

Participatied the ISDE-6 Symposium and ExCom Meetings and contributed to the Beijing Declaration directly emphasizing the role of SDI and technologies such as sensorwebs, RFID and LBS.
HUNAGI representative was invited to and voted by the Editorial Board of the International Journal of Digital Earth (IJDE) which is registered by the Thompson Science Citation Index in its third year!
Taking part the brainstorming hosted by the DG JRC in the subject Europe and the Digital Earth inviting the European ExCom members of ISDE and other prominent experts.
Participated the 3nd Digital Earth Summit devoted to „Digital Earth In The Service Of Society:

Sharing Information, Building Knowledge“ and organised by the Sofia University of Architecture,

Civil Engineering and Geodesy in conjuction with ISDE and EC DG JRC.

Recent meetings with the Director General of the Department of Land Administration of the Ministry of Rural Development as well as the Director General of the Institute of Geodesy, Cartography and Remote Sensing (FÖMI) promoting the opportunity to host the ISDE-8 in Budapest in 2013.

Other international networking activity of HUNAGI includes:

Taking part in the following European projects: EURADIN (organising with FÖMI and Geox two times National Workshops in the theme European harmonisation of addresses), eSDI-NET+ (dissemination of best practices in sub-national SDIs and re-use, evaluation methodology and self assessment techniques to be applied on national level), NatureSDI+ (contribution by taking part National Workshop and discussions), HUMBOLDT the harmonisation of spatial data in Europe (taking part in the review process), LAPSI legal aspects of the public sector information re-use (taking part as consortium member and setting up a HUNAGI LAPSI Team where both the Dept. of Land Administration and FÖMI are represented), PLAN4all the European Network of Best Practices for Interoperability of Spatial Planning Information (participated in project discussion by invitation and applied successfully for hosting National Plan4all Workshop in Hungary), SME4SPACE the enterprises in space industry (taking part in the open day organized by HUNSPACE).

Another important actions were the successfully completed first two phases of the contract signed with the State Audit Office in the anti corruption fight context, the cooperation with the CASCADOSS Hungary Association as well as the MoU with HUNSPACE, the Space Industry Cluster and organising the first Space Industry Workshop with international participation.

A nemzetközi társaság tavaly alakult a GSDI szervezet egyéni tagokat tömörítő szervezeteként. Két hazai alapító tagja van. Elnöke argentin. Strawman Goals and Objectives

It is expected that the goals and purposes of the new Society will need to generally comport with the goals and purposes of the GSDI Association although the focus could be expanded to encompass the advancement and development of geospatial technologies and methods generally. In the GSDI bylaws may be seen the following statements:

formed exclusively for educational, scientific, research and other similar nonprofit purposes
support the establishment and expansion of local, national, and regional (multi-nation) spatial data infrastructures that are globally compatible,
foster international communication and collaborative efforts for advancing spatial data infrastructure innovations,
support interdisciplinary research and education activities that advance spatial data infrastructure concepts, theories and methods;
enable better public policy and scientific decision-making through spatial data infrastructure advancements;
promote the ethical use of and access to geographic information;
foster spatial data infrastructure developments in support of important worldwide needs such as:
- improving local to national economic competitiveness,
- addressing local to global environmental quality and change,
- increasing efficiency, effectiveness, and equity in all levels of government, and
- advancing the health, safety and social wellbeing of humankind in all nations."

A GSDI nemzetközi stratégiai kapcsolatalakítása területén számít a szervezet előző elnöke, a Holland Kataszter nemzetközi igazgatója a HUNAGI főtitkára közreműködésére. A megkeresésre ma délután, Skype megbeszélés keretében került sor. A GSDI négytagú végrehajtó bizottsága (ügyvezető igazgató Prof. Harlan Onsrud, Egyesült Államok), volt elnök (Prof. Bas Kok Hollandia), jelenlegi elnök (Prof. Abbas Rajabifard, Ausztrália) és megválasztottt soron következő elnök (Prof. David Coleman, Kanada) e heti ülésén ezt a kérdést is megvitatja. Accessible on-line, this web-based system offers various browsing and querying capabilities to retrieve information from and contribute information to the Work Plan. This tool will allow users to search across all of the Task Sheets to collate information on a particular organization, country or theme. It will also allow Task contributors to access, exchange and report information relating to the GEO Work Plan. In this way, it supports Task implementation and promotes the flow of information both within and between Task teams.
The Work Plan Information Management System also introduces interactive Task Sheet “pages". Task Sheet pages propose an overview of planned and produced outputs along with a direct link to the GEO 2010 Schedule for Work Plan Reporting and GEO Committee Meetings (attached).
These pages will be updated over time to feature information about latest progress, including supporting documents, presentations and links to external web sites.
The Information Management System will further develop to include the following features:
- Extraction of information across the Work Plan and Task Sheets;
- Export of on-line queries to Word documents;
- One-click viewing of Task inter-relationships;
- Direct links to Task discussion list-serves.

HUNAGI 2007 tavasza óta tagja az Elektronikus Kulturális Atlasz Kezdeményezés intézményi hálózatának, amely a földrajz, kultúrák, a történelemtudomány és a térinformatika sajátos interdiszciplináris kutató műhelye. Ösztönzésére fiatal hazai kutatók és intézményeik is csatlakoztak a kezdeményezéshez. Az ECAI szervezet elnöki beszámolója :

New Developments
New ECAI Meeting Policy
A new ECAI meeting policy was agreed at the joint meeting of the ECAI
Executive and Institutional Committees at the ECAI/CAA joint conference at
Williamsburg on 24 March.
It was agreed that ECAI would change its policy to give a higher priority
to ECAI-flavored sessions at conferences of other organizations, to
specialized and local ECAI meetings, to "camps" (informal meetings of
experts), and to workshops and a lower priority to separate ECAI
conferences, even when joint with other conferences. It was recognized
that maintaining two ECAI conferences a year has been important for
building an ECAI community. However, this revised strategy would probably
be more effective in achieving ECAI's mission.
Funding
**The Shung Ye Museum in Taiwan has made an initial gift of $5,000 as part
of support for the preparation of a book of social changes in Taiwan since
the lifting of martial law in 1987. The book will be compiled and edited
by David Blundell and Michael Buckland.
For the workshop in India focusing on Remote Sensing, we received a grant
of $24,000 from the National Science Foundation to cover travel, housing,
and publication of the conference papers.
The University of California Berkeley Shung Ye Museum of Formosan
Aborigines Endowment Fund has awarded ECAI a sixth grant to support the
work of the ECAI Austronesia Team. $10,000 with be used for Phase III of
"Orchid Island (Lan-yu) and the Batanes: A Cultural Atlas of Languages and
Cultures" being undertaken by David Blundell, Michael Buckland and
Jeanette Zerneke.
Future Meetings
The ECAI/PNC conference and workshops will be held October 20-24 in Seoul
Korea joint with the VSMM 2010 Conference. We will be sending more
information to the affiliates after January.
2009 Workshops
(1) In keeping with the mandate that we move our efforts into workshops,
we had a successful collaboration with the Third International Conference
on Remote Sensing in Archaeology on 17th - 21st August 2009,
Tiruchirappalli, Tamil Nadu, India (near Chennai).

The IIIrd International Conference was organized jointly by Bharathidasan
University, Tiruchirappalli, the University of California, Merced and
Berkeley, the University of Siena (Italy) and the REACH Foundation,
Chennai. The conference dealt with a wide range of perspectives, approaches and
issues on the use of remote sensing and digital technologies in
documenting, analyzing and interpreting archaeological and anthropological
contexts.
We were pleased to have the Minister of Cultural Affairs of India give the
keynote address. At the conclusion of the meeting, we forwarded to him a
statement from the members of the meeting, advocating some form of
cultural atlas work to provide for heritage site
identification and preservation. ECAI will be working to initiate this
proposal with an Atlas of Buddhist Archaeological Sites of Tamil Nadu and
Andre Pradesh. A team of scholars and researchers are forming with Dr.
Eric Kansa from the School of Information at Berkeley heading up the
effort.
(2) ECAI staff and members then held a second workshop at Pondicherry,
India, with the Ecole Francaise d'extreme orient, August 23-25, 2009. This
was an invitational workshop dealing with the input of Sanskrit materials
and the methods of handling Sanskrit manuscripts. We hope to give support
to the University of the West in its efforts to make a
large dataset of digital Buddhist Sanskrit texts. Our staff will also
continue to explore ways of cooperating with the EFEO team at Pondicherry.
(3) After five years of work on the Atlas of Chinese Religions with the
recent collaboration with the GIS Center of Academia Sinica, Taiwan, we
held a "Beta Test" workshop for the current state of the atlas interface.
Hosted by Professor Fan I-chun, head of the GIS Center, 18 participants
had a day-long session working with the interface and evaluating its
strengths and problems. Participants came from Taiwan, U.S., India, U.K.
and Russia.
After the workshop, the group made a report on the results to the PNC
meeting and the "GIS in the Humanities and Social Sciences 2009
International Conference," 7 - 9 October 2009.
*(4) The Director has been co-organizer with Professor Philip Stanley for
the workshop at the United Nations Day of Vesak meeting in Bangkok May 2-6
on: "Constructing a Digital Catalog for Buddhists Texts." The workshop
brought together more than 30 scholars who represent major input and
translation projects around the world. There is a continuing
effort from this workshop to construct the new digital catalogue.
ECAI was represented by the Director at the Second World Buddhist Forum
held in Wuxi and Taipei in April.
Recent Meetings
The Association of Asian Studies conference in Chicago featured a joint
ECAI / TELDAP panel session on March 28, 2009. The theme was
"Digitization -- Paradigm Shift for Asia Studies." The session, chaired by
Prof. Ruth Mostern (University of California at Merced, USA)
included papers by Dr. Simon C. Lin (Academia Sinica Grid Computing
Centre, Taiwan), Dr. I-chun Fan (Institute of History & Philology,
Academia Sinica, Taiwan), Dr. Karl Ryavec (University of Wisconsin, USA),
Dr. Peng-shan Chiu (Institute of History & Philology, Academia Sinica,
Taiwan), and Dr. Jiang Wu (University of Arizona, USA). Details are at

Session/ panel proposals should include 3-4 papers, and the name of a

Abstracts for individual papers and poster/demo presentations should be

Personalized – GIS Services
PEGASUS
Strategic objectives addressed
The objective of the project is to develop advanced network architecture, services, products, content processing and management techniques to facilitate advanced map usage and personalized and situation based search of geographical data, services and products within all different environments (including mobile). The project addresses the heart of the content + objectives and tackles the key domain that is necessary to provide the enabling technologies for personalised access to maps and GIS services and system. The implementation of these services will have a major impact in the EU and will enhance the E-content + objectives.
We will provide advanced solutions for organising, searching and accessing large-scale, distributed GIS content and objects. Our project is clearly innovative and will lead to a new level of assistive, search and retrieval services and products as well as a new user’s experience. The PEGASUS project will bring GIS services to fields where those services have not been implemented. Our projects will extend areas where map based services can have meaningful and feasible usage. The PEGASUS project will significantly advance research capabilities simultaneously consolidating existing research work. Our proposal clearly identifies and addresses future development in the field.
Our focus are technologies that support the process of representing and interpreting, navigating and retrieving maps and other types of maps related objects. Our aim is to provide industry and research community with a new metadata standard and set of procedures that will allow integrating of various heterogeneous and until now not compatible data sets (information). Simultaneously our metalanguage will allow the same geographical information (mostly represented through maps) to change instantly visual appearance depending on the type of visual presentation system or information that is needed. We do not just include heterogeneous data fusion and optimised system integration but we also introduce new technologies and visual presentation principles for the mobile environment.
Our project will simultaneously help to methods and tools aimed at higher levels of information harvesting, including automated knowledge discovery, extraction, annotation, summarisation, indexing and retrieval of all types of GIS content including 3D.

Proposal abstract

We propose an integrated autonomous agent based system that will organise, search and access digital maps, different GIS content and objects from different applications (not related to the present GIS systems) based on the user’s needs, actions, reactions and behaviour. Our integrated system will work with distributed and local GIS content and objects. Our project addresses relevant national and international standards (established and envisaged), policies and initiatives. The main advantage of our proposal is that it will provide personalized and user based (intuitive) GIS based services for different (not “directly GIS related”) applications and needs. Our project brings together expertise from a wide range of disciplines with the goal of proposing standards and methodologies and developing metastandard, metalanguage, software, tools and services that can facilitate different not gis oriented but GIS served search and retrieval criteria. By defining advanced system architecture, the project will enable on the fly content insertion and instantaneous context variations that will take into account user’s demand, profile, content availability and end device. The project will be capable of providing personalized (user and device) services and information to a tremendous range of end-users in a real environment.

The PEGASUS project lies in the general context of GIS, multimedia data processing, human-computer interaction and affective computing, all topics currently receiving significant interest at the national and international levels. One of the goals of this project is to design a framework for information-based access to GIS content, specifically maps, which will be based on user’s needs and environment. Separate part of the project will define an agent capable to “understand” user’s behaviour and to determine user’s specific needs for map presentation. The set of individual reactions will first be learnt from a selected set of the respective reactions presented to a user. These reactions will then constitute individual user profiles describing the user’s preferences corresponding to intrinsic or to semantic characteristics of the information. The knowledge of these preferences will permit the design of truly individually tailored data management tools; these will be integrated into a concrete platform for reaction-based access and summarization of information.

The resulting system will serve to integrate services and networks into an everyday environments whilst ensuring that the individual remains in control but with the cognitive burden offset through the anticipation of user needs.

Az Európai térinformatikai ernyőszervezet tagországainak második éves találkozója

EUROGI tagországok és tagszervezetek napja Prágában
Évente az Európai Térinformatikai Ernyőszervezet két tagországok napja fórumot szervez. Az első az éves tavaszi közgyülés előtt kerül megrendezésre, a másodikra önálló eseményként valamelyik EUROGI tagszervezet ad otthont. 2004-ben Olaszország, 2005-ben Ausztria volt a házigazdája a tagok második éves fórumának, amely most már hagyományosan az INSPIRE felkészültségről ad számot. Ez évben november 23-25 között cseh társszervezetünk a CAGI lesz házigazdája az eseménynek. Venue and Date of the Meeting
Based on personalized invitation signed by Dr. Szabolcs Mihály, Director General of the host institute, the Meeting was held on the premises of the Institute of Geodesy, Cartography and Remote Sensing on 28th September 2006.
Goal of the Meeting
Based on communication between FAO-UNGIWG Co-chair, Mr.Jeffrey B. Tschirley, FAO-UNGIWG consultant, Jelle U. Hielkema, and the desk officer at the Ministry of Agriculture and Rural Development (MoARD), representing also HUNAGI, Hungary was invited to join the pilot phase of the United Nations Spatial Data Infrastructure (UNSDI) development process.
The opportunity was highlighted in a proposal made by the Department of Land Administration and Geoinformation of MoARD together with FÖMI and HUNAGI and discussed by the Annual meeting of the Hungarian FAO National Committee co-chaired by Dr. LászlóVajda and Ms. Mariann Kovács, leaders of the International and EU Relations at MoARD.
The participants of the Hungarian FAO National Committee agreed unanimously with the proposal to join the UN Spatial Data Infrastructure initiative and authorized Dr. Szabolcs Mihály, Director General of FÖMI to invite the major stakeholders of the Hungarian spatial data providers, value adders and users. Goal of the meeting was to reach a concensus on the establishment of the UNSDI Hungarian Coordination Office and who should be authorized to serve as coordinating body. The date of the UNSDI HUCO Kick-off meeting was scheduled for 28th September.

The Action Plan Version 2 of GEO for the years 2007-2009 was highlighted by Gabor Remetey-Fülöpp. The presentation was prepared by Osamu Achiai of GEO Secretariat, and introduced first at the CEOS WGISS-22 Meeting hosted by NASA two weeks ago.

FÖMI/HUNAGI Proposal for setting up UNSDI HUCO
The Proposal for the establishment of UNSDI HUCO was presented by Dr. Mihály, Director General of FÖMI followed by a discussion and vote.
Results of the voting are noted by the represented stakeholders above. The scanned List of Participants also contains the votes registered by the Chairperson.

Wrap-up and conclusions
The participants agreed unanimously with the establishment of the UNSDI HUCO and the selection of HUNAGI and its Secretary General as coordination office and coordinator.
Following the Dutch (UNSDI-NCO) and Czech (UNSDI-CCO) practice, the Chair of the Kick-off Meeting will ask in circular letter all of the stakeholders present to authorize HUNAGI and its Secretary General to act and serve as coordinator. The confirmation should be send back to HUNAGI by October 6, 2006.
It was made clear, that in this preparatory pilot phase there is no need for any commitments related to financial contribution or budget issue.
The Coordination Office will report to the UNGIWG Secretariat whereas the Hungarian National FAO and UNESCO Committees will also be informed on the development. The Coordination Board composed by the delegated contact persons of stakeholders will serve as steering committee. All the presented papers will be available on the HUNAGI website. After official registration all related documents will be available at the UNSDI HUCO’s own site. HUNAGI will circulate an UNSDI HUCO information package among its member organisations by giving opportunity to express non-agreement if any till October 6 as latest.
Finally Mr. Hielkema expressed his impressions for the valuable and diverse content and uniformity of the presentations of the wide range of disciplines, using the UNSDI HUCO logo and template.

Follow-on actions
Jelle U. Hielkema of UNGIWG was received by the Secretary General of the Hungarian National FAO Committee, Ms. Evelin Lantos, and the Deputy Director General responsible for relations with UN agencies in agriculture, Ms.Mariann Kovacs on September 29. The meeting offered excellent opportunity to summarize the results of the Kick-off meeting hosted by FÖMI and sharing personal impressions and expectations.
The Secretary General of the Hungarian UNESCO Committee received the representative of the UNGIWG on 29th September 2006. The talks confirmed the importance of the Hungarian efforts to bring advanced technologies more closely to the implementation of UNESCO tasks via train the trainers in the context of its 'Information for All' Project.

A Téradat-infrastruktúra világszervezet telefonos igazgatótanácsi ülése
Az évben a harmadik telekonferencián vettek részt a GSDI szervezet igazgatótanácsi tagjai 2006. augusztus 8-án. A 2004-ben alakult testületnek a HUNAGI is választott tagja, képviselője egyben az igazgatótanács titkára is. A mai programban az szervezeti, ügymeneti és pénzügyi kérdéseken felül szó került GSDI képviseletéről a braziliai GEOSS műhelyen, a kanadai Téradat Akadémiai műhelyen, a CEOS WGISS szeptemberi munkaülésén Annapolisban, a római UNSDI Geonetwork találkozón és a FIG kongresszus GSDI-FIG szekciójában. A GSDI kisösszegű pályázatokat nyert mezőnyében a HUNAGI tag vácrátóti MTA Ökológiai és Botanikai Kutató Intézet is ott van. A legtöbb időt a testület a santiagoi GSDI9 konferenciának szentelte. Odavárják a chilei államelnököt, a vezérszónokok a szakma jeles képviselői közül Maryvonne Plessis-Fraissard, a világbank közlekedési és várostervezési igazgatója, Jack Dangermond az ESRI elnöke, az Intergraph biztonsági, kormányzati és infrastruktúra irány elnöke Ben Eazzetta és Ivan Deloatch, az Egyesült Államok FGDC kormányközi térinformatikai testülete igazgatója lesznek. A homloktérben a szgénység elleni küzdelem áll. Szembetünően magas a földüggyel kapcsolatos szolgáltatások és fejlesztések bemutatása, a FIG, FAO, EuroGeographics, EUROGI részvételével. Jelentős a holland hozzájárulás, ami annak is betudható, hogy a GSDI10 konferencia várományosa Amszterdam. A HUNAGI a GSDI8 nunkájában is részt vesz: főtitkára szerepet kapott a GSDI9 válogatott előadásanyagainak szakmai véleményezésében és elfogadták előadásanyagát, melyet az EUROGI főtitkárával együttesen jegyeznek. Bár az északi féltekén most vannak a szabadságolások, az ülés megfelelő részvétel mellett, a felvetett minden kérdésben konszenzusra jutott.

Magyarország az ENSZ EGB Földügyi Munkabizottság alapító tagja

Az ENSZ Európai Gazdasági Bizottság 1994-ben vette szárnya alá az európai régió földügyi szakigazgatásai képviselőinek fórumát, miután a CERCO nem fogadta el azt a magyar támogatással felvetett osztrák javaslatot, hogy fogadja be a katasztert szervezetébe.
Ezzel a földügyi szakszolgálatok nemzetközi fóruma ENSZ égisz alatt kezdhette meg munkáját.
A MOLA elnevezésű testület alapdokumentumainak kidolgozásában a hazai Phare földhivatali számítógépesítési program brit projektvezetője és magyar munkatársa is aktív szerepet játszottak. Az ezredfordulón a testületet az ENSZ EGB
teljes mértékben integrálta szakmai hierarchiájába. A WPLA (Working Party on Land Administration) munkaértekezleteinek eddig három alkalommal adott otthont az FVM Földügyi és Térinformatikai Főosztálya: 1996-ban, 2000-ben és legutóbb 2005-ben.

A vezetőség egy része - magyar részvétel mellett - kidolgozta a szervezet feladatmeghatározását, melyet felügyeleti testülete, az ENSZ EGB Housing and Land Management bizottsága tárgyal meg 2006 szeptemberében. A WPLA egy újabb feladatcsoportjában az FVM FTF szerepet vállal a szakági termékek és szolgáltatások lehetséges pénzügyi modelljeire vonatkozó vizsgálatokban is.

A WPLA együttműködésben áll egy sor európai szakmai szervezettel, köztük az EUROGI-val.

A térinformatikában érdekelt európai szervezetek főtitkárainak soron következő informális találkozóján Innsbruckban a WPLA szervezetet Heinz König és a magyar vezetőségi tag képviseli majd 2006. június 22-én. Az EGIN: European Geographic Information Network üléséről ez alkalommal távol lévő WPLA vezető Peter Creuzer és helyettese Alexei Overchuk ugyanabban az időben az Urbanisztikai Világfórumon vesz részt Vancouverben.

Magyarország 2006. április 21-én csatlakozott a Földmegfigyelési Csoporthoz.

EUROGI Tagországok Napja 2005. november 24-25

Évente az Európai Térinformatikai Ernyőszervezet két tagországok napja fórumot szervez. Az első az éves tavaszi közgyülés előtt kerül megrendezésre, a másodikra önálló eseményként valamelyik EUROGI tagszervezet ad otthont. 2004-ben Olaszország, 2005-ben Ausztria volt a házigazdája a tagok második éves fórumának, amely most már hagyományosan az INSPIRE felkészültségről ad számot. Az összehasonlíthatóságot a módszertanilag jól megválasztott követendő tematikafüzér segítette ezúttal is.

A római anyag a HUNAGI honlap 2005.évi eseményjegyzékében és az európai országbemutatásoknál került feldolgozásra.

Ma viszont az EUROGI Titkárság közreadta a legutóbbi, az innsbrucki rendezvény részletes leírását. Magyar részről a HUNAGI képviseletében Lévai Pál úr, a FÖMI INSPIRE munkacsoportjának vezetője vett részt.

NTIS Vitaanyag (2006. március 13-i változat)

A Nemzeti Téradat Infrastruktúra Stratégia (NTIS) vitaanyag munkaváltozata véglegesítés előtt észrevételezése, szövegszerű javaslatok beküldése céljából március 16. óta a szakmai közösség számára is hozzáférhető a HUNAGI honlapján. Nyilvános ismertetésére a GIS Open 2006 konferencián került sor ( itt ). Az NTIS 6. irányelve foglalkozik a nemzetközi szakmai kapcsolatok erősítésének, ápolásának jelentőségével.

NTIS -6 Közreműködés az euróatlanti szervezetek és intézmények munkájában

Az NTIS 6. irányelv témaköre:

Aktív közreműködés az EU intézmények, munkacsoportjaik és az euroatlanti szervezetek munkájában

Biztosítani szükséges a magyar térinformatikai közösség aktív részvételének lehetőségét a térinformatikával foglalkozó európai és EU intézmények, valamint munkacsoportjai, továbbá az EU szervezetek munkájában. A jelenlét és aktív közreműködés, valamint az EU pályázatokban való részvétel hatékony lehetőség a magyar érdekek megjelenítésére és érvényesítésére az EU-n belül, de azon kívül is.
Szerepvállalásunk a globális és euróatlanti kapcsolatokban közvetlenül erősítik helyzetünket az Európai Gazdasági Térben és az EU-n belül is.
